The first valve needs to be open center, 3/2. This will control your cylinder. The second valve can also be 3/2 open center, but you need to put a plug in 1 exhaust port. When you flip the valve for the cylinder to go down and the motor to run, the air from the op side of cylinder is exhausted through the open center.

The price of a 440 plus the PathPilot controller is 5700 or so. If you got a PM25 and converted as closely to the 440 as you could (ballscrews with double nuts, oiler system, limit switches, MESA card, computer, breakout boards, NEMA42 steppers, etc), you'd come really close to 5000.
